The theory of the spiral of silence is a theory of political science and mass communication proposed by German politician Elizabeth Noel Newman.
It states that individuals have a fear of isolation, which is the result of the idea that a social group or society at large can be isolated.
He ignores or excludes members because of their opinions. Building on that the fear of isolation leads to silence rather than expressing opinions.

Newman and her husband, the Public Opinion Organization, were founded in Germany as she was also the President of the World Public Opinion Research Association from 1978 to 1980.

Noel Newman describes the spiral of silence as a dynamic process, in which predictions of public opinion become facts such as mass media coverage of the majority view.
Until the status quo becomes, the minority becomes less likely to speak.
